General Assembly of NHIF support the budget 2009

On the 20th October 2008 the General Assembly of National Health Insurance Fund held a meeting. The Assembly
considered and approved the project of Budget 2009. As well we informed you earlier the President od BDTU Mr. Tsvetkov is a representative there.
The most important is that the participants signed a DECLARATION, which says that funds for health care is going to be increase as a share from GDP - also for dental techncial help and etc.
Industry communal labour contract in health sector

On the 4th of June 2008 after six month negotiations finaly was signed the Industry communal labour contract in health sector.
The Union of Private Economic Enterprise welcomes it's collegaues and individual members from Bulgarian Dental Technician Union for extremely responsible and competent partition in negotiations for signing the industry contract.
BDTU is one of more representative branch organizations in Bulgaria - with more than 40% covering of the enterprises - dental laboratories in the country and a member of Federation Europeenne et Internationale des Patrons Prothesistes Dentaires (FEPPD).
The Union of Private Economic Enterprise thanked personally to the President of BDTU Mr. tsvetkov for his effort to put the organization to decent position in social dialogue in health sector. For the latest years BDTU was in the base of two consecutive visible increases of insurance thresholds for working in dental laboratories - one time with 27%, which is a significant contribution to stabilization of this sector.

Excusing letter from Mr. Kitov – Chairman of Health Commission in 40th National Assembly of Republic Bulgaria

BDTU received an excusing letter about statement on BBT channel that “ in Bulgaria has some organizations of dental technicians, which are “fighting” between each other”.
After verifying the facts by himself Mr. Kitov sent an Excusing letter to BDTU. And he assures himself that his earlier statement isn’t true.
Pricing of total and partial dental prostheses

After many meetings and conversations on 1th of April 2008 Bulgarian Dental Technician Union and Bulgarian Dental Union sent concrete and contractual suggestion to Ministry of Health about pricing of total and partial dental prostheses.

On 12th of March 2008 in Sofia city was hold a extraordinary meeting of Central Management Council of BDTU, convened by request by Mr. Dian Dimitrov and Mr. George Kolev. On the meeting they presented a Project of publishing of journal – printed publication of BDTU. After a discussion all members decided:

A packet dental technical help, guaranteed pay by National Health Insurance Fund

On the 28th of January 2008 BDTU received a letter from Ministry of Health about preparing the analysis of necessities of inhabitants from dental technical help, and the concrete activities have to be specified and motivated with an expert position. Then these suggestions must be sending to Ministry of Health and National Health Insurance Fund. Copy of this letter was sent also to Bulgarian Dental Union (BDU).
In relations to mentioned letter the bodies of BDTU and BDU had meeting. BDTU was represented by Mr. Tsvetkov – President, Mr. Burdjev – Vice-president and Mr. Boyadzhiev – general secretary and a member of Central Management Council.

During official dinner on 8th of December 2007, Saturday on Fifth celebrating of a Dental technician’s holiday Saint Nicholas for the first time this year were given awards for dental technicians. The Awards were three and were given by Mr. Aleksandar Popov – Chairman of Central Ethic Committee of BDTU.
For nomination each regional association should send written motivated suggestions.

A complaint to state institutions

The Central Management Council of BDTU sent a complaint to prime minister, chairman of Health Commission in National assembly, minister of health, two deputy ministers of health, Head of National Health Insurance Fund and Chairman of Bulgarian Dental Union about:
Procedure including dental technical help in National frame agreement, relevant to irresponsibly behavior in legal offence of Ministry of Health, National Health Insurance Fund and Bulgarian Dental Union.

A complaint to Presidency and Ombudsman

After a round of negotiations, letters, promises and etc. the institutions didn’t make a move for solving an issue of not-paying denta-technical activities from National Insurance Health Fund. That’s why the last hope before court is the Presidency of Bulgaria. BDTU make a complaint also to an Ombudsman of Bulgaria.

XIII General elections assembly of BDTU

On 12th of May 2007 in Sofia, area Bankya was held XIII General elections assembly of BDTU. The delegates approved the financial reports of CMC, CCC and CEC.
After discussion the delegates decided to not change the main structure of BDTU. The only change that is been made in Charter is about decrease of members of CMC – from 11 to 7 members – President, 2 vice presidents, secretary and 3 members. The delegates accept and the budget frame for 2007-2011.

On the 12th of Decenber in National press club of Bulgarian Telegraph Agency was held press conference of BDTU about next topic:
Ministry of Health, National Health Insurance Fund and Bulgarian Dentist union offence drastic Health Insurance Act. Speculation with price-forming in dental technical lab. Lack of normative documents for teeth orders.
At the meeting were President Mr. Tsvetkov, vice president Mr. Burdjev, secretary and member of General Management Council Mr. Belchev, economic expert of Podkrepa syndicate and Sofia city court Dr. Tashev, journalists from writing, electronic and TV media.
BDTU is going to refer the issue to court if in new National frame agreement missing dental technical item.

STATEMENT
from Mr. Dimitar Tsvetkov – President of BDTU
DEAR MRS. AND MR.,
In common with unusually long term conversations and correspondence with authorized representatives in healthcare about the issue of a place, role and financing of dental technical care in Bulgaria, also the last answer of Director of NHIF Dr. Todorova, I express the Statement of Bulgarian Dental Technician Union:
Health Insurance Act says:
Art.45, (1) p. 9: “National Health Insurance Fundpays for next kind of medical care:. dental and dental technical care”.
The Order of Act is pretty clear and doesn’t leave a doubt for a discussion about who have to pay dental technical care. In current situation NHIF doesn’t pay under any kind of mode dental technical care and with it’s stagnation obviously break the orders of Health Insurance Act and especially Art.45, (1) p. 9. The administrative negligence of Ministry of Health and NHIF is an obvious legal offence.
We stress it that BDTU conscientiously were proceeding for a normal and in conformity with laws deciding of an issue.In according to orders of Health Insurance Act and interests and break rights of patients and dental technicians, BDTU expressing it’s emphatically statement that in budget of future National frame agreement must guarantee kind of dental technical care. In other case BDTU will be forced to call to competent court states.
In conclusion we call you for efficiency and duly intervention about creating of an own item of dental technical help/service in a budget of NHIF for 2007 year.
Meeting of General Management Council of BDTU

On 20th of October 2006, Friday in hotel “Maritsa” held regular meeting of General Management Council. One of the decisions is this year the 4th celebration of Patron of dental technicians Saint Nicholas is its to hold between 8th – 10th of December in resort Pamporovo, hotel Pamporovo *****.
Other decision is regarding to sent positions to minister of health Prof. Gaidarski and vice-minister Dr. Mateev about the accreditation of denta-technical laboratories.
Extract from the decision of General Management Council:
Protest against that denta-technical laboratories are obligated to pass through a process of accreditation, but 90% from dental practice are not. If accreditation process lead to concluding a contract with National Health Insurance Fund there is a seriously reason to be realized and work effectively after that. About this moment denta-technical laboratories are performed all requirements of the legislation – registration according to Trade Law, Law for medical establishments and in Regional Health Center.
Draft for medical devices

On 28th of September 2006 on regular meeting Health Commission in 40th General Assembly was discussed and accepted oh 1st reading Law for medical devices. On the meeting was President Mr. Tsvetkov. It’s expecting the law to push into action on 1st of January 2007.
Proposal of draft: Mr. Stanishev – prime minister of Bulgaria.
The acceptance of Law for medical devices will guarantee inputting of European law in Bulgarian legislation in area of medical products: Directive 93/42/CEE for medical devices, Directive 90/385/CEE active implantable medical devices and Directive 98/79/EC on invtiro diagnostic medical devices, which are include in the group of called “Directives of new approach”.
The President of BDTU Mr. Tsvetkov gave to the Chairman of Health Commission Dr. Kitov documents, received from FEPPD, concerning Directive 93/42/CEE for medical devices, resolution of FEPPD, accepted on AGM 2006, proposals to European Commission and European Parliament and etc.
Conference about “Privatization and financing in healthcare in Bulgaria”

Between 15th – 17th of September 2006 held Conference about “Privatization and financing in healthcare in Bulgaria”. The event was organized by the foundation “Fridrich Ebert”, The federation of Trade Unions-Health Services-CITUB and Medicine federation KT “Podkrepa”. Representatives of the Bulgarian Dental Technician Union were its president – Mr. Dimitar Tsvetkov and Regional chairman of Sofia Mr. Dimitar Malinov. They both took participation in law working group, discussed the issues: National Health Insurance Fund, order document, accreditation, regulations for business relations between clinic and laboratory.
At the Conference were invited representatives from Presidency, Ministry of Health, National Health Insurance Fund, Health Commission in General Assembly, National employer association in healthcare, Bulgarian Medical Union, Bulgarian Association of professionals in healthcare and etc.
Minimum insurance limits in healthcare for 2007

On 30 of August 2006 in Ministry of Labour and Social policy held working meeting of branch structuresof representatives of employees and workers and employers with working group in Ministry of Labour and Social policy about minimum insurance limits. In this group participation took President Mr. Dimitar Tsvetkov, define from UPEE for representative in Branch council for three- sides cooperation.
On the meeting were defined minimum insurance limits for 2007.
Accepted limits will be published in Official gazette and will underline in Law for budget of State public insurance.
Proposal for inclusion of denta-technical fund in National Frame Agreement (NFA) 2007

In common with actualizing of activities and preparing of NFA 2007 BDTU PROPOSED TO Director of National Health Insurance Fund Dr. Rumiana Todorova and Ministry of Health Prof. Radoslav Gaidarski in NFA to be included in package activities also denta-technical help.
Reason of this demand is article 45, paragraph 1, and point 9 from Health insurance act, which regulates that NHIF pays for given denta-technical activity.
BDTU repeatedly is sending opinions and positions about this issue to all institutions.

Between 01-04 of June 2006 in Resort complex Sunny Beach, hotel Kotva *** held the IIIth National conference of BDTU. At the conference were members of the Union, friends, partners, dentists and guests.

Termination of membership in BDTU

We want to inform you that according to article 10 from Charter of BDTU Mr. Vasil Vasilev – a former member of Central Management is self excluded from the Union and do not representative it any longer.
Because of lately paying of membership fee Mr. Petar Bonev is no longer a member of Central Control Committee of BDTU, but he is a regular member.

As you know BDTU became a member of Union of Private Economic Enterprise, UPEE. UPEE has a representative in Meeting of representatives in health fund. On 13th of April vice-president of UPEE Mr. Teodor Dechev sent a letter to director of NHIF Dr. Ivan Bukarev.
With the letter he inform him that UPEE replace a former representative in NHIF with President of BDTU Mr. Dimitar Tsvetkov. With this decision BDTU has already an official representative in health fund.

BDTU sent addresses to Regional Health Centre Yambol, for which BDT has clues that they perform illegal activities. RHC Yambol forwarded the same addresses to Regional prosecutor's office Yambol, with expecting them to perform a necessary control.

The Management Council of UPEE welcomes, accepts and approves the membership application of BDTU. For UPEE is an honour an organization with history, representativeness and expert capacity of BDTU to join in UPEE' s structure. Invivtation for membership in UPEE

On 24th January 2006 Bulgarian Dental Technician Union (BDTU) received an invitation to become a new member of non-government organization „Union of Private Economic Enterprise” (UPEE). The Central Management Council of BDTU has decided to join. The membership of BDTU in UPEE will guarantee a Statute as representative branch organization, on the meaning of a Bulgarian Labour code.
An occasion for this invitation are the consultations, holding between Vice-chairman of Management Council of UPEE and Chairman of the Council of branch organizations Mr. Teodor Dechev and the President of BDTU Mr. Dimitar Tsvetkov. The meetings have been starting in common with request of the Central of UEAPME (European association of craft, small and medium-sized enterprises) on the occasion of the candidacy of UPEE for membership in UEAPME.
For additional information: FEPPD (Federation of European and International Dental Technicians - Laboratory Owners) is an associate member of UEAPME.
UPEE was set up in 1989 as a non-profit association for the representation of SMEs. Membership is voluntary. UPEE represents 4000 direct members and 1096 members through sectoral member associations. UPEE represents 84.471 people if only direct employees are considered. The inclusion of sectoral members increases this figure to more than 120.000 employees.
UPEE represents enterprises and 26 different branch organizations. It is present throughout Bulgaria with 106 regional offices.UPEE was officially recognised by the Bulgarian government as a representative employer association at national level in 1993. UPEE is also a national social partner taking part in the tripartite dialogue. Moreover, UPEE, together with another Bulgarian association, has set up the Association of Bulgarian Employers Organizations (ABEO) member of the International organization of Employers (IOE).
UPEE offers its members services such as vocational training and professional qualification courses. It provides its members with information impacting on their business and offers legal and financial consultations as well as business planning services.
It is worthwhile mentioning that UPEE has set up Consultative Council composed by the most prominent Bulgarian academic figures. The council prepares comments and draft amendments to national legislation impacting on SMEs and carries out business and marketing studies.
On 12th July 2005 UPEE signed a framework agreement with UEAPME’s Bulgarian Member, the National Chamber of Skilled Crafts in Bulgaria, which supports UPEE’s request for membership.

At 21.10.2005, Friday in Plovdiv city was held a wide conference of the Management Council of the Union with the regional colleagues and members.
Conference about “Health policy – models for financing and management”

From 9 th to 11 th of September 2005 was held a conference about the following issue: “Health policy – models for financing and management”. The meeting was organized by the foundation “Fridrich Ebert”, The federation of Trade Unions-Health Services-CITUB and Medicine federation KT “Podkrepa”. Representative of the Bulgarian Dental Technician Union was its president – Mr. Dimitar Tsvetkov.
At the conference the vice-minister Dr. Emil Rainov present the politics and the intensions of the Ministry for Health, and emphasized, that all the participants in the healthcare environment, as well as the patients, must cooperate for the improvement and solving of the problem areas of the reformation processes and continuing politics.
President of the Health commission in General Assembly reader Borislav Kitov presented the need of changes and synchronization of a couple of health regarding laws with those of the EU and future actions. According to Mr. Kitov the problem is that there has been already signed an agreement with the EU without a specific decision taken regarding the Medical colleges and the students, who graduate with some kind of a degree which is not specified. There are two possibilities – the medical colleges to be transformed into faculties and branches. The last one could be in populated places where there is no university. In order to be transformed into faculties the particular studies which are learnt must have at least 4600 educational hours and after graduation will be known with the education-qualification degree “bachelor”. These important problems haven't been discussed at the conference of the Commission for healthcare the last week and have been delayed for re-examination, due to the fact that at the meeting the representatives of the Ministry of healthcare and education were absent.
At the conference have been presented also the positions and statements of the following participants: National Health Insurance Fund, Bulgarian Medical Association, syndicates - CITUB and "Podkrepa", Bulgarian Proffessional Association healthcare, National Association of Municipalities in Republic of Bulgaria.
The president of the Bulgarian Dental Technician Union Mr. Tsvetkov presented the problems which trouble the Union – the illegal practicing laboratories, as a positive example for he pointed the already made investigations and following actions taken from the Regional Center for Healthcare in Plovdiv . Another problem which Mr. Tsvetkov emphasized were some empty and paradox issues issue in the basic base – in the law for healthcare facilities, in the law for health insurance, the healthcare law, in the Regulation for after graduation studying.
The last day of conference the two working group for hospital and non-hospital care presented their reports. In report of the second group vice-president of The federation of Trade Unions-Health Services-CITUB emphasized that have to put some dental technicians care into main package National Health Insurance Fund.
Examination of illegal laboratories in Plovdiv city

The Regional Health Centre in Plovdiv did a few examinations regarding a recently sent adresses of laboratories for which Bulgarian Dental Technician Union has clues that they perform illegal activities.
Such laboratories were found and Regional Health Centre created a bill of indictment for each one from 2000 to 5000 lv. The examinations will continue.
New regulation for accreditation

On 01.07.2005 in the National Gazette - issue 54 the new regulation ¹ 18 of Ministry of Health is published, regarding the criteria, indications and methods for accreditation of medical establishments.
The program for accreditation of denta-technical laboratories is created from a work group of Bulgarian Dental Technician Union and consultations with experts from the Ministry of Health.
The program is carefully considered with all requirements for quality and management of a laboratory.
Contract with Tokmet - TM Ltd.

On 26th May the Bulgarian Dental Technician Union concluded a contract with dental company "Tokmet - TM" Ltd. for discounts for members of the Union. The discount is 5% from the market price.
Currently, with this company Bulgarian Dental Technician Union have been concluded contracts with 12 dental companies for discounts for its members.

On 18th May the Bulgarian Dental Technician Union concluded a contract with dental company "VOP" Ltd. for discounts for members of the Union. The discounts are between 3% and 5% from the market price.
The discounts depend on products, which are been defined in contract.

The Bulgarian Dental Technician Union concluded two contracts with dental companies "Caris" Ltd. and "Dentapharm" for discounts for members of the Union. The discounts are 3 - 5% from the market price. With these contracts they count 10, but is going to be more.

On 13th January the Bulgarian Dental Technician Union concludes a contract with dental company "Todis" Ltd. for discounts for members of the Union. The discount is 7% from the market price.
Celebrating St. Nicholas' Day

Between 10 and 12 december in winter resort Pamporovo the mebers of the Union, guests, companies and friends celebrated Saint Nichola's Day (6 december)- the Patron of dental technicians. This is a tradition which happens every year.
There in temple “The Assu Saint Virgin Mary/Mother of God” was performed a prayer/ church service for goodness and healtness for all.
In the official evening (11.12.) all these presents took part in a lottery, in which many of them received different gifts.
Holding a meeting with Regional Structures

On 22.10.2004, in Plovdiv city, Maritsa hotel, Plovdiv hall was held regular meeting of the Central Management Council.
After that, the meeting continued with representatives of Regional structures.
At the meeting were discussed:
• achieved results from June 2003 to October 2004
• a project of program for accreditation of dental technician laboratories
• the project for common minimal price list of a dentatechnical manipulations

Contracts with dental companies

Bulgarian Dental Technician Union signs on a contract with dental companies at a discount for members of the Union . Members have to show their membership card and certificate for actual membership.
Discounts are different percent for each company.
The Dental companies are: Silicathim, Micromotor, Dentimex, Dentacom, Unident, Dentacon and Ecodent.
The President Mr. Tsvetkov negotiates with other companies.
Bulgarian Dental Technician Union became a member of the FEPPD

We are so proud to tell you that on 28 May 2004 in Athens , on the Annual general meeting (AGM 2004) of FEPPD Bulgarian Dental Technician Union was accepted as new member of federation.
Delegates were President Mr. Tsvetkov and Vice-president Mr. Burdjev. As guests were Mrs. Shivarova – a member of the Union and Mr. Boyadzhiev – Chairman of the Central Control committee.
The FEPPD is the only Pan-European organization able to represent the 38 000 dental laboratories and 160 000 dental technicians in Europe.
The current members are Austria, Belgium, Bulgaria, Croatia, Czech Republic, Denmark, Finland, France, Germany, Greece, Hungary, Ireland, Israel, Italy, Luxemburg, Malta, Netherlands, Norway, Portugal, Romania, Slovakia, Spain, Sweden, Switzerland, United Kingdom, USA.

National scientifically – theoretically conference

Between 3 and 6 June 2004 in Sunny beach, hotel “Kotva” was held the National scientific – theoretical conference of the Bulgarian Dental Technician Union. There were delegates and guests from the whole country.
On 4 June was performed liturgy on sanctification of the flag of Bulgarian Dental Technician Union in church “The Assu Mother of God”. On the ceremony all kissed the flag and wished prosperity and protection of Saint Nicholas Thaumaturge – patron of dental technicians.
Other important events were:
• information about participation on the AGM 2004 in Athens - reported the President Mr. Tsvetkov
• accreditation of the dental technical laboratories – goals, mission and problems – reported expert dental technicians, who passed the course for accreditation of Medical Establishments – expert Doctor Radoslavov /Vice - president of Federation of Trade Unions - Health Services/ hold a lecture about it.
• Work group reported for the project of common minimal price list of a denta- technical manipulations, conformity with the technological activities in the denta-technica in Bulgaria.

Potential membership in FEPPD

With a lot of pleasure I want to tell you that we have received invitation for participation to Annual General Meeting of FEPPD, where our membership candidature will be on considerate. The meeting is going to gather on 28 Th and 29 Th May in Athens . We have been corresponding with Federation for one year and on 30 Th May we received documents, which we filled and send them back.
On Management Council's decision as representatives of BDTU in Athens are going to participate President Mr. Tsvetkov and Vice-president Mr. Burdjev.
The Annual General Meeting is the only body who can accept new members of FEPPD. BDTU has a voted decision from previous General meeting, so we have no reason to wait any longer.
This is an important step for bulgarian dental technicians to join in Europe and European Union.

On 05.02.2004 was made an agreement between Bulgarian Dental Technician Union (BDTU) and Association of Bulgarian Dentists (ABD). The two associations unite for stomatological and denta-technical development in Bulgaria , conformity with the criteria of the European community and raising the prestige of stomatological and denta-technical professions in Bulgaria . The development of the two professions includes:
• mutual organizing of courses for after-graduating education on preliminarily co-ordinate program
• helping publishing and distribution of scientific stomatological and denta-technical editions
• distribution of foreigner stomatological and denta-technical editions between members of the two organizations.
The two organizations will take mutual measures for liquidation of illegitimate stomatological and denta-technical practices. Commission for ethic has already been created. A unique document will be elaborated for manufacture of prostheses constructions in the cabinets and laboratories of the members of the two organizations.
Important meeting between BDTU and ABD

On 22.01.2004 meeting was held between governing bodies of Association of Bulgarian dentists (ABD) with President – d-r Tsalov and Bulgarian Dental Technician Union (BDTU), on invitation of ABD. On this meeting from BDTU side were the President – Mr. Tsvetkov, Vice-president – Mr. Burdjev and Regional chairman of Sofia association – Mr. Malinov. A decision was taken for future these meetings to be carrying out periodically. Forthcoming concluding of an agreement for joint activity between the two organizations, which will be regulating the relations between dentists and dental technicians in Sofia city. Also a decision was taken for creating Mutual Ethical Commission, which is going to offend disloyalty competition, expressing in unregistered practices – stomatological and denta-technical.
Medico-technical standard of "Denta-technica"

On 16.01.2004 in the National gazette, issue 4, was published the Medico-technical standard of “Denta-technica”, which had been made from work panel determined by order of d-r Finkov, which includes: Leader – Dimitar Tsvetkov – President of the Union, Vladimir Kehayov – Vice-president and Dimitar Malinov – Member of the Control council and Chairman of the Sofia organization. The standard was made in connection with the National program of Ministry of Health “Medical standards in Republic Bulgaria (2001-2007)”
The restoration of the traditions

On 06.12.2003 in winter resort Pamporovo, in the temple “The Assu Saint Virgin Mary/Mother of God”, dental technicians, members of the Union from the whole country were gathered to celebrate 92 years anniversary from foundation of Sofia organization. In the temple was performed liturgy on sanctification of the flag of “Denta-technical professional association, Sofia”, founded in 1911. The date 6 December was not chosen accidentally . Saint Nicholas was determined for the Patron of dental technicians in the beginning of the 20 Th century from The Central denta-technical professional association. Sofia organization sanctifies the flag and restores the Patron holiday Saint Nicholas for all dental technicians. The event was broadcasted on the National Bulgarian television.
The restoration of traditions will continue with the sanctification of the flag of the whole national Union . The ceremony is determined to realize on 4 th June 2004 in church in Nesebar.
